Jassy, head of Amz's cloud division, goes to the top. Meanwhile, G's cloud is pumping out red ink.

I don't know and was shocked by the massive negative, Uber-esque numbers in this release.  I do know that I don't see much mention of them in all my reading, everything seems to be AWS with the occasional dash of MS.

Someone else summarized the above more pithily by saying, "Google's cloud is amazing, if you're Google."

One other theory - they have good tools, but the big customers don't want to commit to a company with a history of shutting down services.

All that to say, that the explanation ends up being most likely a hybrid of Rupert's guess and mine. They didn't pull in big customers early and now they have to spend piles of cash doing what it takes to acquire them.
