Having had a brother who was a quadriplegic for 15 years, I somewhat agree. The basic needs are related to mobility and bodily functions and those can be largely addressed with low-tech solutions.

I'll also comment here that I was shocked by the lack of access in EU, though I understand that the age of streets, walkways, & buildings has a lot to do with it.
