That's a nice, relatively simplistic approach. That front gouging blade mounted on crawlers should be easy to time the dig-drop sequence. But, I'm thinking it is going to work best on smooth terrain, probably requiring some sort of preparation. So, yeah, specially prepared commercial tracts.
From what I've observed here in 'Murican lumber country, it wouldn't work to reseed after the current cutting methods which leave the ground in a waist-high, jumbled mess of dirt, roots, vines, stumps, & debris.
