Watched part of the Oliver video, Christ he goes on making jokes without saying anything.
I thought it was just a cost thing, but it's more of an extortion thing.
However, these sh## ISPs (we have them too) might regret it it? Eg something gets sidestepped when it's crap and something better gets created, ousting the shite.

TL:DR; Of those I've read, the states are simply adding a clause in their contracts with ISPs that net neutrality must be honored everywhere within the state or the ISP cannot do business with the state gov.

If it gets blocked in the state senate I bet it ends up on a ballot. We have 12% of the US population, so this would be a significant win for net neutrality.
Also, it didn't help that Verizon throttled firefighters' data.

The largest vender, Fluent, generates leads by advertising gift card giveaways and other sweepstakes. Fluent took the time to spin up websites it could show its client, the lobbying firm, that it was generating leads from the advocacy method. But it was actually just using names it had gotten by advertising sexual enhancement supplements and other upstanding chances to win.
"Contrary to its representations to BFA’s lobbying firm, Fluent never ran any comment solicitations on its websites, and, accordingly, never obtained anyone’s consent to submit comments to the FCC," the report says. "Instead, Fluent copied information consumers had provided when registering on one of Fluent’s websites — in some cases, months or years earlier — and passed it off as personal information entered into the comment solicitation by individuals who had agreed to participate in the campaign to repeal net neutrality rules."

We talked to them a couple times about doing some work for my day job but never had a good feeling about them. In my experience if a website can't easily and clearly explain how they would drive traffic and sales for us in one or two sentences there is something shady going on.
