Interesting question! Interesting enough I had to go looking and the first article that came up mentions Norway

The big thing I hadn't considered is an ICE is cranking out heat and always has extra heat waste that you can use to make the passenger compartment warm and toasty without having a big effect on fuel usage. But an electric car doesn't, so you have use fuel to heat the cab. Ideally, you 'precondition' the cab by heating it while you're still plugged in.

Electric motors and battery discharge do make some heat, probably not enough to capture and heat a very cold cabin though. I'd be curious to see if something similar to the heating systems old air-cooled VWs would work on an electric car.

My Honda Insight (hybrid) is noticeably less efficient in below-freezing weather.
