I read an article on that just last week. 911 from a mobile are routed to a central hub that takes the call, gets info, then reroutes it to what they determine to be the best local responder.  Also gov budgets have been neglecting 911 services for years. Technologically speaking, they are waaaay behind the curve in geo-location.

Anecdotally,  my grandson had a car fire (no one hurt) in suburban Charleston, SC about 2 years ago. The fire station was less than a mile away. Took 20+ minutes before they arrived. Car was toast.
