Del. Mike Griffith, R–Cecil and Harford, said tech giants would find ways sidestep the digital advertising tax, which would instead hurt small businesses already reeling from the pandemic.

All of this hand-wringing, like with Facebook vs Apple, just warms my heart. It's nice to know just how much Zuck and Griffith care about small businesses. But ultimately, small businesses will buy ads as long as there is an ROI. If your tracking is bad and the taxes on the ads are high, that just means that the conversion rate is lower and the cost is higher, so the base cost per click/impression you as the advertiser can charge goes down.

In an auction system, doesn't everyone just bid lower? That's what happens to home prices when mortgage interest rises.
