A.K.A. 'Swamp Coolers"
Evaporation coolers do not work well in high humidity areas, so not an option in most coastal areas or the US south. In arid-hot areas like Arizona, I've heard of homes installing mister systems indoors --the mist evaporates before it hits the floor!
BTW, I've been to Phoenix a couple of times ...don't believe that absolute bullshit about dry heat isn't hot.
