Windows' European browser ballot ends

In 2009, Microsoft was forced to offer users download links to third-party web browsers. Now, after five year it's ended, and the European Commission have declared it a success. Does anyone know if IE's decline in Europe has been more rapid that the rest of the world?

Comparing the graphs for EU and NA it looks like the decline of IE has been more rapid in Europe.  So, I guess you could call it a success?
