This is sort of like taking the copper wiring and plumbing out of a house -- low level, meth inspired, entrepreneurship, though I guess it takes more teamwork.

I've lost 8-10 -12 outdoor hvac units to metal theives over the last 2 years.  I've had to spend another $8k+ to relocate those that replaced them and/or those that they didn't steal yet to rooftops.

I guess we have advanced meth addicts here as they were stealing drain grates a couple of years ago. In some undeveloped cul-de-sacs the city just puts up hazard cones and leave the hole open.  I'm guessing that the cities are having to send a welder around to braze the cast iron to the housing. Just enough to be a deterrent but not too much to cut out if they had to open it for service.

I'm guessing this isn't as common state-side as it is over here.  Copper is the biggest target, but all metal is game.  Favourites seem to be the cables feeding electric railways (of which there are thousands of miles of), telecomms cables - anything.  Drain covers are starting to be replaced by plastic ones in places.  War memorial plaques are one the more distasteful targets.
