If I was living in Puerto Rico I would be seriously interested in rebuilding my home or business using my own, on site, solar power.

Without reading that tweet, last year I saw a fair number of articles about microgrid installations in India backcountry.  What what I read, it seemed like it was feasible then and not some futuristic tech hype.
