There's on average a foot of snow outside here, near Lake Huron, Canada... and from the photos I've seen in Facebook, it's been as bad in South East Scotland. I think the main difference is that they're guaranteed snow here every year, without fail... and have the machinery to deal with it. Roads are cleared/plouged in a day.
In Scotland... no guarantee of any significant snow, so no point in having expensive machinery bought to clear it, sitting idle all year round. It's also relatively flat here compared to the hills of my hometown so it's easier to drive around in.
It's been mildly entertaining watching people in my hometown moan about how the council arent dealing with it.
