Basically I just want to be able to type something and have it go out to an "announcement" RSS feed and also send out that info to email subscribers.  You guys have any recommendations?

Wordpress ought to do that for you.  It has both RSS feeds and email notifications (last time I looked.)  Just install a WP announcement blog.

For fee there is Micro.blog Premium for $10 per mo., which has both RSS and JASON feeds plus newsletters.

Substack will do it too

It’s free unless you charge for subscriptions in which case Substack takes, I think, 10% plus CC fees.

Thanks guys.  I think I need to explain what I am looking for more.  I don't want a content management system, but rather an announcement system where I can write a blurb and have it go out to an rss feed and also send out a mass email.  This would be strictly for announcing software updates.  The website is largely static with just a forum running.  I prefer to keep the main part of the website static and simple so that it renders well in non HTML5 compatible browsers.  Ideally I would be able to just link to the rss on the home page and add a link for product update emails.

So you're looking for something sort of like the old Feedburner - just RSS plus email notifications with an email capture form on your site?

I was thinking of using Substack that way (not as a CMS), but it is a bit more cumbersome for people to sign up for than email capture on your site. I currently have some Substack subscriptions I get by email and some via RSS, so I know it works pretty well as a user.

Follow.it is basically a paid version of Feedburner AFAIK, but the basic version is free for unlimited users.

My mistake, Substack does have a simple email capture available. I should have known that - I see it plenty of places

Sorry for the multiple posts. I'm in Chrome and you can't modify a post in Chrome because the form action is http not https (the new post form is https, so no problem).

Your Substack could be super minimal with just announcements. I am pretty sure you can set the version that would be at your *.substack.com domain to noindex to avoid dupe content, or you could just host it there.
