It's interesting - all the tolls and such are one way of pricing externalities. It would be a lot easier at a national level though - just add into the price of fossil fuels the added costs they create for healthcare, storm prep and so forth. I guess you just can't do that at a city level. I wonder what the smallest level is at which you can price in the costs of externalities.
