The US and India reject because we are afraid China and Russia will cheat.
This kinda reminds me of the well meaning anti-landmine campaign back in the 90's. The US caught flak for not signing along with Russia and China. But at the time I looked up who else would not sign the agreement to give up landmines and basically any country that had a land border with Russia or China refused to sign for good reasons.
