I was thinking this was related to solar or something. A rate limiter as a means of reducing overall usage is one thing for water, but as the article says, much less manageable for electricity. It discriminates extra against people with electric ovens or dryers. Or saunas. Maybe that latter one is okay though.

This is generally the case with the time of use rates in California. My neighbor refers to the old system (which is tiered based on monthly usage, but fixed) as the "subsidy" we get if we're on the old rates. We had to abandon it when we added the solar system.
