MPG drops with ethanol, so this'll lower the price per gallon at the pump but consumers will use more to do their drives. Total $ out-of-pocket will likely remain about the same.
It will probably work because people aren't very smart.
That said, if it causes a slow down in oil consumption that might bring the cost down a bit too as the oil industry tries to shed it's excess inventory.
The "crisis" over gas prices tells me we are screwed with respect to climate change.
