This is the only one I've heard of. It is way more sophisticated than most directories. It also indexes posts so it's both search engine and directory. The 1000 blog index is a limitation. Maybe they will expand.

I tried Ask.Moe - interesting.

I wondered what their business model is as there are no ads. The FAQ explains: "We expect our main revenue to come from ads in search results, however, they are currently disabled due to lack of traffic."
