Most of the people I see who are overwhelmed by notifications have made a hell of their own choosing.
I see people with hundreds of unread emails in their inbox and when I look at what's there, a large amount consists of newsletters, marketing, etc etc. They are serial subscribers.
So I am getting a lot of alerts lately from the sheriff, which I want in case we have to evacuate. So rather than turning them off, I just unsubscribe aggressively from things that are not necessary and the rest I try to filter and push to folders in email.
I also discourage people from texting - it has its place, but most of what people send via SMS/MMS should be sent by some better channel.
