Damn, we're already killing plenty on railroad crossings WITH signals & gates. We'd need automated, refrigerated morgue cars picking up bodies lying along the tracks if we had a 3rd rail.

It makes sense to me. They could make the hydrogen on site and pump it into a tank on the trains, just bypass the third rail all together.

Third rain is a non-starter. As RC says the human body count would be too high not to mention the wildlife getting fried trying to cross the tracks.
Overhead wires have their own problems: icing in the winter and excessive sag when it's really hot.
I can see hydrogen powered trains being useful in the US and Canada.
