A quick click around suggests that in CA in any case

cities: airports and refineries
rural: landfills

I live in a clear spot with a 40-mile radius. Obviously they aren't tracking agricultural chemicals.

Here it's got the metro area traffic, big steel mills, oil refineries, landfills. Missing are the power plants.
