Now if only they can find a way around the Jones Act (can only ship between IS ports in US flagged ship). I was wondering if this was partly aimed at that, but it doesn't appear to offer a solution
That's what killed the largest project proposed in the US. There are no US-flagged ships that can carry these to the assembly point.
