TL;DR. Good climate socialism would be managed retreat and that would be good. Good climate capitalism would be letting insurance companies charge market rates and lots of people opting out and losing everything or, effectively, unmanaged retreat. Bad climate socialism is pretending everything is fine, watching people with money and power (a disproportionate number of people on the coasts) successfully demand government intervention that then gets paid for by the entire country who then get resentful and, you know, elect pathological liars and invade the Capitol building because they are fed up.

Flood insurance aside, regular homeowners insurance is going up like crazy even in "protected" places like the US Midwest. Storms, wind and hail damage particularly to roofs and siding are increasing insurance claims across the country and insurance companies are passing the costs on.
Homeowners and builders need to take a real hard look at the materials we are using to build homes. As an example, metal roofs were unheard of here a few years ago but now are becoming more popular for their resistance to fire, wind and hail.

...and huge increases in the prices of homes (cue housing crisis angst here) drags insurance and taxes with them.
Decreases in price ...not so much.
