Sounds like something Google did about 20 years ago.  Can't remember the name of the feature, but suspect they quickly rolled it back after the uproar.

That took some digging...

It stuck in memory as was one of the very few times I've been quoted in a newspaper.  Early SEO agency career days...

Ah! I just wrote about this a few weeks ago (https://seirdy.one/notes/2024/12/01/a-clarification-on-google-page-annotations/). TLDR: they're not links to other sites or Google pages, but trigger widgets similar to iOS' "look up" button that appears in the text selection menu. The issue is that they look like links and cross the line to page alteration.
