I saw that. It isn't "official" that temps have risen to that level until the moving average is above that level (as the article says - expecting that to happen in the 2030s... if we're lucky)
Most people don't realize, and I didn't see any mention of this in the article, but the IPCC plans for 1.5C of warming (and 2C) have assumed an overshoot period to 1.7C (or 2.2C) and then a recovery to 1.5/2. So the projections have always been past 1.5C at some point in this century with the goal of carbon capture getting us back to 1.5C sometime in the next century.
Of course, we're going to blow through all those targets.
