Title: Photo ID for Domain Name Registration??

A friend registered a domain online and got this email in reply...

Dear Domain Administrator,

Your application to register the domain xxxx.net has been rejected. Unfortunately your application has not met the conditions outlined within the domain allocation policy. This may have occurred for a number of reasons, such as ineligibility for the domain or the incorrect submission of registrant details.

Below are the comments from the Domain Administrator:

As this application is originating from outside of Australia, photo identification is required before creating an account for this domain registration. Please fax a copy of your photo ID to the contact details found below this message.
ATTN: Domain Administration Team | Re: [Your domain name]
Once we have received your fax, we will be happy to continue with this application.

Yeah, some ccTLD's demand you put your next born up as security.. Especially Norway and a few others are crazy in that regard.
