now, if you're going to offer credit ONLY to your customers ONLY to spend on your product, wouldn't it be a lot simpler and easier to just offer proper credit terms?

In Denmark it's not a problem to pay by invoice/bank transfer. You get an invoice at the end of the month and 30 days to pay it.
but of course if you want to expand it to allow more people and to buy via checkout using them..... and perhaps have direct payment on ads on G+ eventually?
course. Ultimately, if you knew peoples offline spending habits you could offer quite a personalised search experience couldn't you? And quite a personalised ad and voucher delivery come to that.

If you offer credit terms, then you have to screw around with collections.
If the card is a Mastercard, you can wash your hands of the whole thing.
