The thing is, my bank and Netflix and many others already ban access via VPN.
So if it turns out there is real liability there, they'll just ban known VPNs

I never actually used it. I have Freedom on my phone and it has a Freedom Profile (which I have not installed) that forces you into their VPN. If you install it, pretty much all banking apps will stop working.

VPNs are used to do harm, but they are also used to safeguard freedoms. I'm not sure what the answer is on this one. I also wonder if they can actually close the loophole for those who are using VPNs for harm, or of these laws will just hurt people who have reasons to protect their privacy.
I feel the same way about anonymity on the web. It leads to many of the worst behaviors, but it also allows people to speak more freely - including people who have said that they are afraid to criticize the current US administration in public.
It's a double-edged sword with no obvious solution.
