Yes, data center demand is the proximate cause, but this area was supposed to separate from NV power in 2015 as a result of 2009 reorganizations and purchases. They got two five-year extensions and were hoping for a third, but the data center demand killed the third extension. But the cutoff has been in the plans since 2009.
