It needs to be free or at least reasonably priced and NOT a monthly subscription model.

I know I can probably manage something simlar by using RSS feeds and exec.php - but I need something that isn't too 'kludgy' and confusing so I can hand it over to elves to manage.
What about Wordpress MU and using sub themes? Not sure it will do they trick, but then you can reuse some stuff across multiple WP sites.
Thanks - I wish I could - but these are sites that are already installed and spread over a number of different servers :(
