What happens with a PC if I install a graphics card that suggets 450W but the main PSU is only 300W. Does the world implode?

No, but your PC might power down randomly. Better to upgrade your PSU too

It depends what else you have attached, rated power != actual power etc, but in general, they aren't kidding about those figures. I did the same a couple of years ago when I put a newer (ie more power drain) GPU in an old desktop, and yeah, I rapidly replaced the PSU, and lo, the issues I was having disappeared
