The government of "Free State, South Africa" spent $4 million on their website, it's a $40 WordPress theme.

I'm sure that more than a few of us have run across cronies using web development contracts to plunder public coffers. By comparison to old mass media budgets, which routinely spent millions for -say- tourism billboards, brochures, magazine campaigns and the like, it wasn't too hard to make a few hundred thousand for a static website appear to be reasonable.
