sempo needs a reason to exist and this is part of it. And didn't they argue for this 10 years ago?

that was their opening gambit wasn't it?

I have never once had a client mention SEMPO to me.  Or seen reference to it in any serious pitch I've been sent to review. I think if we've got 10 years down the line and they don't have even that cutthrough, then we possibly can't expect much from this...
