Is there a TOOL out there that can make a simple html page mobile friendly?

Might be easier to use wordpress + responsive theme ?

Dig out that recent cms thread Drastic & I were posting.  It had a responsive template plug-in.  Whatever you use, I found simple Bootstrap responsive (with text menus) to be well-received by G.  It's been a while, but I'd bet that's still a good model for on-site seo.

You say "page" in your post and "website" in your title - will this be a single pager? Or just a few pages?

If that's the case, I would go with plain old HTML - no security updates ever.

If you're going to be adding pages regularly, then some level of CMS makes sense.

For complex things I use Foundation (first choice) or Bootstrap (second choice). But this will be way, way, way lighter and faster both for pageload speed and dev times.

I decided to keep it simple and built a ONE PAGE WONDER.

It appears fine on Apple Tablet & iPhone  ;D

Now I'm off to Spam Adwords
