Qwant is primarily a metasearch engine. Outside of France and Germany it draws most of its results from Bing. It does have it's own crawler. It keeps no record of you, or your searches. This is all very much like Duckduckgo.com, except Qwant is based in France so unlike DDG it is outside of American law.
Qwant has an Android app and may have an ios app.
