If he was a millionaire then how could he not pay back his investors money, which was less than £280K?

One of the comments says 'i bet he feels foolish now', which i doubt, since he's dead ..

He might have had a million in assets but not necessarily very liquid, not spendable cash.

It's like a phrase we use around here to describe some farmers: "Land rich, cash poor." On paper they're worth millions but they'd have to sell the farm to spend any of it.
