On the one hand, that's great. Long overdue. Externalities... blah blah... pay for what you use... blah blah (which makes me sound against it - I'm very very in favor of this).

On the other, this seems like a really hard thing to implement at the state level with so much stuff flowing in from outside. I have trouble imagining how that will actually work.
