I could see nothing hurting the SEO industry more than being opened up to liability if any SEO technique goes South.  What is required to rank well one day may get a site banned the next.

If the outcome is that firms better inform clients of risk then that part isn't bad. Nothing wrong with people being better informed.   I doubt that will be how it goes down though.
