Only application I can think of is for toll-dodgers.

hmm, they are tracked and tied into a network.  I'm pretty sure people will try to hack them.  So maybe someday they will flash "stolen car" if a vehicle is jacked, but then imagine the risks if one gets hacked to do the same when the owner is driving the car.
