Case, 59, is the billionaire cofounder and former CEO of AOL. Since 2005, he's led more than $1 billion in startup investments through Washington, DC-based Revolution

Late last year, he launched the $150 million Rise of the Rest Seed Fund and put "Hillbilly Elegy" author and former Valley investor JD Vance in charge. It includes  limited partners like Amazon's Jeff Bezos and Bridgewater's Ray Dalio.

Multi-billionaires investing a small fraction of a tenth of a percent of their wealth inside their own country isn't really making a big shift. It is making the most minute capital allocation shift & then hyping it widely.
