What is Minimum spend on Facebook to get a Real Facebook person assisting you?

Anyone know what the minimum budget spend to get an engagement ad on Facebook and a real person helping you?  I need to know the amounts for the US and the UK.

Apparently, in Europe, it costs 5,000 Euros minimum budget per month to do an "engagement" ad and get a real person.

Anyone know?

Do you just need a contact at Facebook? I know a few people in the UK. Might be able to get hold of someone in the US through them.

Not Sure exactly what an engagement ad is, presumably a click through? 

I tried answer-it.  got rubbish results, but then probably to be expected.
