Cory Doctorow is always writing about how the US Trade Representative has threatened countries around the world to enforce copyright protections on American IP or face draconian sanctions. It's how really bad US IP law has spread around the world like a virus.

It reminds me of Wilhoit's Law: The in-group is protected by the law, but not bound by it. The out-group is bound by the law, but not protected by it.

The in-group in this case being the current administration. The out-group being basically everyone else.
