The big news here to me is that engagement falls by ONLY half without the algorithm.

But the rest of it is laughable. The journalist sums it up perfectly

Australia's draft Digital Duty of Care bill exists because legislators believe engagement and time on platform are the harm. The measurement he offers as a warning is the outcome the bill is trying to produce.

BTW, I think engagement falling by "as much as half" is a short-term effect. The long-term effect will be engagement falling by 70-90% I would think.
