BTW, I once loaded a Samsung-specific app that would disable bloatware without rooting. It also happened to be able to disable the emergency alert app.  I was in Orlando, FL quite a bit at the time and Yellow Alerts were a real PITA.  Here in rural NC, it never rings --except yesterday.
