Yup. There have been several articles mentioning that sad state of affairs here in the US. I can tell you that I keep it in mind, personally. If it's an accident or obvious danger, sure, go help. But a kid crying in the mall and looking lost? Nope, go get a female to accompany you.
From my old age perspective, I can say that we knew of some risks to children a generation ago but the systematic pervasiveness that was actually uncovered in the catholic church, BBC, etc. was something of a shock to me.
