After some research, I found the answer. I had unknowingly phoned through a call connection service operated by a company called Bounce Tech Ltd, which has been approached for comment.

This meant I had got through to the organisation I wanted to reach, but was charged for the call at a premium rate.

It's been down for over a week. Domain and IP still there, just nothing listening on ports.

IIRC they were a bit of a thing shortly after Alltheweb and Google were fighting over who had the largest index, probably when they gained the most notoriety.

I started this online game in my late teens. Guess I missed the boat with waking up, having a smoke, checking WmW, adsense earnings, link popularity... 

In jest, seems like a much more feasible lifestyle for those who can and want to.
