I just missed seeing this when I drove in Alaska for a job one summer. The plane landed just up ahead of me during a brief hailstorm. By the time I came along, he was already pulled over in a pullout next to the highway. Waiting for a tow or for highway patrol to close a half mile of road so he could take off again.
In AK (at least then - I did my AK driver's test in 1986), the manual specifically stated that aircraft have the right of way on the highway.
My cousin who grew up there said that for young men of a certain age buzzing the highway and making people pull over just for fun was a time-honored tradition (I don't know if that's true or not).
