When did Google start requiring a phone number in order to get a new google account?  In order to verify a new account, one has to give a phone number and type in the number of the text message they send you.

I found this out because for some stupid reason, I cannot access fusion tables with my regular apps account.  I have to have a "special" account in order to get this feature.

How long has this been happening?  Anyone know?
