I want to use one of the old android Samsung Galaxies as an always-on, voice-recognition driven note-taker.  AND I want it hooked up to an ever-present roll paper adding machine tape printer.

Here's a dedicated grocery-list machine as an idea, but why limit it to grocery lists?

The android app seems to be available, and I'll load it up later, but to me the key ingredient is the quick/easy/cheap tear-off printed tape, NOT the software.

Take notes even when you don't feel like typing! This notepad app was designed to quickly jot down your ideas, with minimal hassle. And it makes it easy to keep those ideas organized.

* Hands-free speech recognition at the press of a single button. Also includes a continue button after creating your voice note, so you can add additional speech text if needed. Google voice search is required for speech to text functionality to work. Most devices come with it pre-installed. If you don't want to use the speech recognition functions, the app is still fully functional without it.

Ignore the above printer, it doesn't have a native Android driver, but this one does.

There are quite a few Bluetooth thermal printers now due to the credit card processing companies and products like iZettle etc.

I'd found this one, too. But whether it has the drivers to really connect via bluetooth is questionable.
