Happens a LOT. Most cars start floating in about 10-12 inches of water.

It happens here, sometimes, even on our seemingly ultra-flat land.  When we have gotten mega-rains (recently had two rains exceeding 10" [25cm] within a 7-day span), what were small dips in the roadways became strong, shallow-ish flows as the water worked its way out of fields, ditches, & creeks.  During the last hurricane, about 30 miles inland, an elderly man's car was swept into a creek, where he drowned .

If I can see the center-line painted stripes under the flowing water, I'll cross.
